UnidosUS highlights concerns with the definition of Long-Term English Learners (LTELs) in the recently signed California Budget Trailer Bill SB 114 Chapter 48, Statutes 2023.

We greatly appreciate that LTELs have been identified as a new, additional unduplicated student group separate from the whole EL student group, however, we kindly request that the LTEL definition in the Budget Trailer Bill align with the comprehensive definition in California’s existing Education Code 313.1.
