The Job Training Partnership Act (JTPA) symbolizes the “New Federalism.”

Within this highly decentralized approach it is hoped that state and local governments, in conjunction with the private sector, will develop employment and training policies specifically tailored to meet the needs of the local eligible population.

However, there are certain segments of the eligible population that may require special attention, such as the Hispanic community.
