Supplemental Written Testimony on Civil Rights Implications of Federal Use of Facial Recognition Technology

Testimony

Facial Recognition Technology focusing on a woman's left eye.

We cannot expect surveillance technologies to advance democratic governance without actionable standards based on impacts in the real world.

As a law enforcement agency combining criminal and civil responsibilities, AI uses by DHS and its sub-agencies are among the most high-risk and rights-impacting. The steep imbalance of power between immigrants and communities of color and law and immigration enforcement heightens risks for abuse, information gaps, and bias.
