Seamless, Accountable and Fair: A Civil Rights Agenda for Reconstructing Insurance Affordability Programs

The Campaign for Community Healthcare, a national partnership of leading civil rights and health care advocacy groups, has published a report warning that cuts to public health insurance programs and new bureaucratic barriers to enrollment will likely cause historic coverage losses across the United States for years to come – with an estimated 60% of the nearly 15 million people projected to lose coverage by 2034 coming from communities of color. The report finds that the 2023-2024 Medicaid unwinding, followed by historic attacks on American healthcare programs that began in 2025, have already disproportionately harmed people of color, and warns that recent legislation will deepen existing disparities in the years ahead. Restoring these cuts is necessary but not sufficient: the report calls for reconstructing insurance affordability programs to make coverage seamless, accountable, and fair for everyone in the U.S., regardless of their zip code, race, or ethnicity.
