FY21 Federal Budget Title III Support for English Learners

Article

The English learner (EL) population grew by 11.35% between 2009 and 2016, but Title III funding–the only federal funding stream dedicated to the teaching of ELs–has decreased by 9.4% since 2009. Latinos are overrepresented among ELs, making up nearly 4 million English learners in K-12 public schools. In order to ensure that millions of Latino students are not denied a high-quality education and inhibited from contributing to the United States economy, Title III funding must increase.
