In the Eye of the Storm How the Government and Private Response to Hurricane Katrina Failed Latinos
The purpose of this white paper is to explore the failure of public and private agencies to respond adequately to changing demographics and how this particularly affected their ability to serve Latinos in the post-Katrina relief and recovery effort. Specifically, the report analyzes how Congress, the Administration, key government agencies, and the American Red Cross hindered and many times prevented Latino evacuees from receiving necessary relief services.
