UnidosUS Welcomes Fernando Laguarda as General Counsel
Laguarda brings over three decades of experience in government, nonprofit leadership and legal strategy.
WASHINGTON — UnidosUS, the nation’s largest Latino civil rights and advocacy organization, announced today that Fernando Laguarda has joined the organization as vice president of legal and compliance services and general counsel. This new position is part of the UnidosUS leadership team.

Pérez, chief operating officer at UnidosUS. “At a time when civil rights organizations are navigating heightened legal, regulatory and political complexity, his experience will help ensure that UnidosUS continues to operate with integrity, resilience and impact.”
Laguarda brings more than three decades of experience spanning government, nonprofit, private practice and academia. He most recently served as deputy general counsel at the U.S. General Services Administration, advising on federal procurement, regulatory compliance and agency-wide risk management. He has also served as general counsel of AmeriCorps, where he led all legal functions for the federal agency and advised senior leadership and the board on governance, compliance and oversight matters.
In the private sector, he served as vice president and policy counselor at Time Warner Cable, where he led policy and external engagement on issues including consumer protection, digital inclusion and civil rights. Also, he was a full-time faculty member and faculty director of the Program on Law & Government at American University Washington College of Law, where he taught public law and governance courses and advised the Latino Law Students Association.
A native of Uruguay, Laguarda earned his J.D. from Georgetown University Law Center and his B.A. from Harvard College. He is admitted to practice in the District of Columbia and multiple federal courts.
