Executive Director, Building Skills Partnership

Luis Sandoval is Executive Director of Building Skills Partnership (BSP), a California-based non-profit advancing equity for immigrant and BIPOC workers.

Raised in Mexicali and Salinas, Luis was inspired by his grandparents’ activism in the UFW and the resilience of immigrant communities. Since joining BSP in 2010, he has expanded its impact statewide through innovative training programs and systemic policy work, helping property service workers and their families achieve economic mobility.

Under his leadership, BSP adapted during the pandemic to meet evolving worker needs while deepening partnerships across sectors. Luis is a recognized voice on equity, workforce development and immigration, and was honored with the 2024 Dr. Alma Salazar Bridge Builder Award by the National Skills Coalition.

He serves as a Regional Council Member of UnidosUS and on multiple advisory bodies, championing a future of inclusive opportunity. Luis holds a B.A. from CSU Monterey Bay and is a HIP Next Generation Latino Philanthropy Leadership Fellow.
