The Higher Education Act (HEA), at its core, is a civil rights act. Reauthorization of the law, in part or as a whole, must maintain that foundational purpose. The HEA has long helped more Americans, especially those in communities of color, access postsecondary education, contribute to our nation’s prosperity, and find better economic opportunity.
