Although individual workers may value one aspect of their job over another, policymakers have generally prioritized wages, benefits, and working conditions as the core elements of job quality. Federal and state laws attempt to set the floor in these areas to protect them from the forces of competition. In general, by each of these three measures, Latinos are employed in low-quality jobs compared to White and Black workers.
