Congressional leaders have proposed a change in law that would make children in the lowest income families bear the burden of paying for the current payroll tax extension. The offset under consideration would block taxpayers who use the Individual Taxpayer Identification Number (ITIN) from receiving the Child Tax Credit. Rather than asking millionaires to pay their share, this ill-conceived policy would make low-income families pay more in taxes instead.
