This issue brief documents the impact of counter terrorism measures and policies implemented since September 11, 2001, on the Latino population.

First, it provides background on the post-September 11 environment. Second, it examines the new anti-terrorist policies that have had harmful consequences for U.S. Latinos. Third, it looks at other new immigration enforcement activities that have had a negative impact on the Latino community. Fourth, this brief focuses on the need to return to the affirmative immigration reform agenda. Finally, it offers conclusions and recommendations about the future of U.S. immigration policy.
